AWARDS SELECTION CRITERIA




The criteria for the awards are as follows:

The very nature of public service delivered through institutions and agencies of state makes it very difficult to quantify, even in relation to similar institutions in other jurisdictions. Therefore, each nomination will necessarily judged on its own merits and demerits, its peculiar externally provided strengths and externally imposed challenges and the specific, political, social, cultural and economic dynamics of its operating environment.

Nevertheless, we have established baseline criteria which must be met before a nomination can be forwarded to the experts deliberation stage. These are as follows: • Significant positive impact on a major portion of a nation’s populace, particularly women;
• Conduct of officials during their interactions with the public which engenders trust in the government and appreciation of their efforts;
• Contributions to wealth creating/poverty alleviating socio-economic activity;
• Contributions to a national macro-economy either directly or indirectly;
• Contributions to the facilitation of cross border trade in Africa
• Contributions to the facilitation of inter-continental trade involving Africa


AWARDS SELECTION PROCESS

Because of the scope and varieties of operational peculiarities facing public institutions and their executive leaders, the application of quantitative scoring may inadvertently generate grossly distorted results. Therefore we will rely on research and expert analyses, guided by established criteria to identify our award winners. The award winners selection process will comprise the following stages.

• Invitation for nominations. Both self and third party nominations will be accepted but all nominations must follow the basic instructions that will be announced alongside the opening of nominations;

• Nominations received within the set timelines will then be examined for eligibility;

• Content of eligible nominations will then be authenticated our research consultants. Where inaccurate information is found in a nomination the nominee will asked to correct the inaccuracies within a set timeline. Nominations containing deliberately placed, significantly inaccurate information will be disqualified.

• A different team of contracted research consultants will then assess each duly authenticated nomination against 12 established criteria inclusive of the six enumerated above. However the other six will vary in line with the scope of the three different awards segments;

• All nominations assessed to be within broad framework of criteria, will then make the shortlist which will be forwarded to the Awards Selection Jury;

• The 5 member jury of experts will then consider and deliberate on each shortlisted nomination assessing each within the category for which it is nominated. The jury, will be bringing together decades of hands on experience, with a collective deep knowledge of public sectors across every sub region of Africa; and rare insight into the many peculiarities of public office which differ from one African country to another.. It at this stage that qualitative decision making supercedes quantitative assessment, deliberately being done to eliminate the most significant distortions emerging due to prior quantitative led assessments.

• The winners will be conferred with their awards at a five star gala wards conferment event which will fete the top tiers of Africa’s public sector, at both sovereign and multilateral. This is scheduled for 15th DECEMBER 2023, in Accra at LaPalm Royal Beach Hotel.

The Awards sets out to identify from all around Africa a carefully selected group of socio-economic public institutions
